Customs clearance of goods for transit
1. The domestic carrier engaged in transshipment of goods shall, at the customs office, go through the following registration procedures and assume relevant responsibilities.
(1) To handle the registration procedures of enterprises, means of transport and drivers with the local or competent customs. If the Customs deems it necessary, the carrier shall provide the customs with an economic guarantee, a bank guarantee or other means of guarantee approved by the customs.
(2) The carrier shall submit the following documents when handling the registration procedures:
a copy or photocopy of the business license issued by the administrative department for industry and commerce;
b. A photocopy of the driving license issued by the traffic management department;
c. Photocopy of the driver's license (the ship may be exempted from inspection);
d. Undertake the application form for transporting goods. After approval by the customs, the relevant registration certificate will be issued.
2. When handling the customs clearance transportation procedures, the applicant shall truthfully declare to the customs in accordance with the customs regulations and submit the following documents.
(1) Import transfer. Submit the "Customs Declaration of Customs Import Transhipment Goods of the People's Republic of China" to the Customs of Entry Customs in triplicate (the international railway intermodal cargo is three copies of the truck loading list), and submit the relevant documents and shipping documents.
To apply for the transshipment of goods that are subject to an import license, the import license shall be submitted to the Customs office in the place of delivery. (3) Import and transit goods shall be declared to the customs of the entry customs within 14 days from the date of declaration of entry into the country by the means of transport, and the relevant goods shall be processed by the customs within 14 days from the date of arrival of the goods. For the above-mentioned period, the Customs shall impose a deferred payment in accordance with the regulations. If the import-transferred goods are not declared to the customs of the designated place for more than three months from the date of entry into the country, the Customs shall handle it in accordance with the Customs Law of the People's Republic of China.
(4) For the transshipment of goods between bonded warehouses, in addition to the normal procedures for import and export bonded warehouses, the relevant customs declarations for import (transportation) shall be filled in according to the above-mentioned (1) import import customs clearance regulations, and The name of the bonded warehouse where the goods will be deposited is indicated in the column, and the import and export goods declaration form is no longer filled out.
